- About 260 open source software policies have been implemented across the world. The most active implementation of such policies by region is Europe (47.7%), Asia (27.7%), South America (15.2%) and North America (6.4%).
- China and countries in Europe and South America are leading efforts to lay the foundation to create a self-sufficient system in securing technology and profitability by making the best use of open source software.

- Countries around the world engage in aggressive investment and fierce competition to secure open source software. Cooperation among Northeast Asian countries is required to overcome limitations of each country.
- As CJK are closely related in geography and economy, it is easy for the three countries to conduct joint cooperation projects in securing open source software
